We all expect speed limits and licensing laws but Victoria has its fair share of odd, outdated or oddly specific rules still technically in effect. Some are funny, some make sense… and some might surprise you next time you’re out exploring.
Odd Laws That (Mostly) Still Exist
- Changing a light bulb without a licence (sort of)
For years, it was illegal to replace your own lightbulb unless you were a qualified electrician. This was clarified in recent times you’re fine to DIY now. - It’s illegal to sing an obscene ballad in public
Under older Victorian legislation, offensive lyrics in public could result in a fine originally designed to control “rowdy bushmen”. - You can’t vacuum your home late at night in some flats
Body corporate laws in Melbourne units often ban “noise-emitting domestic appliances” after 10pm including vacuums. - You can’t fly a kite to annoy someone
Still on the books: flying a kite in a “manner to cause annoyance” is a punishable offence. Technically. - Only licensed taxi drivers can hail from the footpath
Waving down a car as a passenger is fine. But if you offer paid rides without a licence even casually it’s illegal.
Drinks and Dining
- BYO wine is allowed but only if the venue has a BYO permit
And it must be recorded and licensed including corkage limits. - Free tap water is mandatory
Licensed venues must provide free drinking water, by law, across Victoria.
Parks and Pets
- Dogs must wear registration tags even when at home
Not just at the park. Fines apply in most councils if your pup’s not tagged, even in your own backyard. - Feeding pigeons in some public squares is discouraged or fined
Especially in places like Federation Square and Bourke Street Mall, where overfeeding can attract pests.
Some of these laws are more enforced than others but they’re all real. Victoria’s legal books are full of history, intention, and the occasional “how is that still a thing?”
